RULES APPLICABLE TO INTER-CLUB TOURNAMENT FOR JUNIOR TEAM AND EAST v WEST MATCHES.  ALL MATCHES MUST BE PLAYED IN ACCORDANCE WITH THESE RULES.

AS AMENDED February 2019

DEFINITION A junior shall be a member of an affiliated club who has not reached the age of 18 years at 0.00 hours on January 1^st of the year of the tournament. The player must have a current (not suspended) CONGU® Handicap.

1 Eligible Clubs The Tournament shall be played between Clubs affiliated to the Glamorgan County Golf Union and such other clubs as may be admitted at the discretion of the County Junior Executive Committee (subsequently the Committee). A Club may only enter one team.

2 Players Where a Junior is a member of more than one club, he/ she must represent his/ her HOME club for handicap as defined in the CONGU® UHS System, unless his/ her home club for handicap has not entered a team in the County Junior Team League or is not affiliated to the Glamorgan County Golf Union.  (Please note: this rule only applies to the Junior Team League). Having represented a Club in the Inter-Club Tournament he/she shall not be eligible to play for another Club in the same Tournament.

3 Rules of Golf The matches in the Tournament shall be played according to the Rules of Golf, as approved by the Royal and Ancient Rules Limited, and the Local Rules and By-Laws of the Club on whose course the match is being played.

4 Leagues The Committee shall allocate and divide the Club teams into Areas and as many Leagues as appropriate. Teams shall play matches against all other Clubs in their League.

5 Period and Format. The League Tournament shall run from March 1 to August 31. Each match will take the form of three foursomes games and one reserve foursomes game. The games will be played off handicap from the men’s medal tees. The handicap allowance will be half the difference between the combined handicaps. The maximum handicap allowance permitted for each player is 18.  Players with higher handicaps may compete but off 18.  Girls’ handicaps shall be adjusted where appropriate according to the CONGU system in use at the time. (This adjustment may mean a girl off 18 having a higher adjusted handicap in the match. Girls off more than 18 must be reduced to 18 and then any SSS adjustment added.) For SSS adjustment see the formula given in note  1.  Pairings may be selected in any combination but the playing order shall be the lowest aggregate handicap first and so on. The reserve match is excluded from this requirement, and a maximum handicap of 24 will apply in this match only.

6 Scoring of Results All League matches, area play-off matches, the League final and the East v West match shall be decided by match play. Strokes shall be taken according to the men’s card. In League matches teams score two points for each game won, one point for each halved game, with tied matches (3-3) allowed. In all other matches a straight overall win/loss shall be recorded as the result (with ties resolved as in 7 below). Individual game points do not count.

7 Resolution of Ties On completion of the League Tournament, in the area play-offs and in the League final, ties shall be resolved by the result(s) of the reserve game(s), scored ½ point for a win and a ¼ point for a halved game. In completed Leagues, where a tie is not resolved by the total points gained by the reserves of the teams involved, the results of the matches between the tying teams shall be used and if a tie still persists, lots shall be drawn. In play-offs and the League final, ties that are not resolved by the reserve game, “holes up” shall be used, including the reserve match. If the tie is still not resolved the top pair from each team shall play a “sudden death” play-off.

8 Arranging Fixtures The date and time when a match is to be played shall be mutually agreed between the Club Junior Organisers. Failing such an agreement, a match shall be played on a date to be decided by the Committee, who will give 10 days’ notice of the date to the respective Club Junior Organisers, unless the closing date in 5 above dictates otherwise.

9 Match Results The junior Organiser of the WINNING TEAM is responsible for completing fully and submitting the pro-forma result cards. In the case of a halved match the HOME TEAM ORGANISER is responsible. Individual handicaps must be recorded on the result cards. Girl competitors shall be clearly identified on the card as (F). The result shall be posted to the Area Junior League Secretary within 48 hours of the match being completed.

10 Electronic DMDs The use of such devices is allowed if the home team’s club, or the club of the course on which the match is being played, has introduced a Local Rule to that effect.

Note. If a DMD is used when no such Local Rule is in force or if the device used is designed to gauge or measure other conditions that might affect play (gradient, windspeed, temperature etc.) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is used.

11 Caddies Caddies are not allowed in team matches unless prior approval has been obtained from the Committee. Such approval will only be given in exceptional circumstances. Relatives / Spectators should not act as forecaddies.

12 General Relatives / spectators should maintain a reasonable distance between themselves and the players and must keep at least 20 yards behind play at all times.

13 Breach of Rules The Committee shall adjudicate on any breach of the above rules that comes to its attention, or is reported to the Committee Chairman in writing. In all cases the Committee’s decision, ratified by the County’s Executive Committee where appropriate, shall be final.

14 East v West Match. This shall consist of eight games. In the event of a tie, providing weather conditions permit, each Team Captain shall nominate one player to take part in a “sudden death” play-off. (Please note: in 2016 and 2017 the East v West match was replaced by Glamorgan Under 18 team against the Glamorgan Under 16 team.  It has yet to be decided if this format will become permanent.)

15 Entering more than one team It has been agreed by the executive committee that a Golf Club can enter more than one team in the leagues. If this is the case, you must nominate 6 players to play for the first team (who will not be eligible to play for the 2nd team) and 2nd team members are not able to play more than twice for the first team.

Adjustment to girls’ handicaps to account for play off men’s tees:

The adjustment shall be calculated by:

(LADIES SSS – MENS SSS) + [(length from men’s tees – length from ladies’ tees)/180].

The men’s SSS being the SSS from the tees being played, the ladies’ being the SSS from the red tees.

Example:

Men’s tees: SSS 70 length 6050 yards

ladies’ tees: SSS 72 length 5450 yards

Adjustment = (72 – 70) + [(6050 – 5450)/180]

= 2+ (600/180)

= 2 + 3.33

= 5.33 rounded down = 5 (note 5.5 0r greater would be rounded up)

Girls of handicap 18 or above would have 5 shots added to handicap up to a maximum of 18 + 5 = 23.

THIS IS AN ADDITION TO THE HANDICAP OF THE GIRL(S) AND THIS GIVES THE HANDICAP TO BE ADDED TO THEIR PARTNER’S HANDICAP BEFORE THE 50% IS TAKEN TO GIVE THE FOURSOMES HANDICAP OF THE PAIR.
